Keith, it has been a while since I have done this operation. What I think I did was raise the car on the passenger side with a hydraulic jack letting the tire fully extend down as the tire come off the ground. You will then be able to get a long extension with a socket at the top of the tire and upper control arm through the gap of of the splash cover and control arm. This is will be a straight shot at the bolt. If you use this method, use a jack stand on the frame in addition to the jack for safety.
James' guidance on using a long bolt in that front hole is key to making the reinstall much easier by holding the fuel pump push rod in place so it does not slip down and out while you are trying to get the pump lever in place.
