Correct screws for C3 parking brake console?

JG says oval-head screws with captive washers are used for the parking brake console (two on each side). Is this correct? I ask because I didn't think captive washers were used.

I trying to finish up the interior in my '70 and this small stuff is killing me...

Oh, yee has so little faith in the 70-72 TIM&JG. Photo from my 70, which I can't remember ever taking out. Well, since I bought it in 1980 anyways.....
