No you don’t have to pull the cluster.

Gary, does the ignition switch need to come out?

No the switch does not have to come out. The socket should push in if I am thinking correctly.
It may be easier if the seat is out and the steering wheel is removed. It would give you more room.

          Hi Bruce,

It's been ages since I replaced the bulbs in my '65 cluster. I had the harness removed then but seeing that the ignition switch is down very low at the cluster edge you should be able to feel around "braille" there and find the upper single thin wire that leads to the ignition switch bulb. Maybe illuminate the rear of the cluster and take a bunch of close-up "braille" cellphone shots? That can be very helpful.

I was just looking at my '66 AIM that I have with me here now. My '65 & '66 are up north as is my '65 AIM. Pretty sure the 2 AIMs are the same for ignition switch bulb info. Check your '65 AIM UPC 6/Sheet B4 and UPC 12/Sheet B4. Both pages should show a sketch of the bulb wiring. '66 AIM shows a screw there. I don't remember ever having to remove a screw.

I've attached part of my '66 bulb reference sheet. Looks like you'll need a single 1445 bulb. I'd disconnect the battery if I was probing anything other than my fingers back there. Good luck. Mike
