C3 Ignition Won't Turn to Start Position

I recently tried to start my 1978 Pace Car and I couldn't turn the key past the ON position. The ignition cylinder feels fine moving between the Accessory, Off, and On positions. However, there is something preventing the key from being turned all the way forward to Start.

I've tried jiggling the key, putting the automatic transmission in neutral, and a few other things with no luck. Wondering if it's in the steering column or maybe it's the Neutral Safety Switch?

Appreciate any advice!

It's most likely the cable that runs from the transmission linkage to the steering column. It is likely kinked.
