63 Saddle / Saddle dash end tab color and rivet colors

I've looked at a few posts and its not clear to me -

My 63 Coupe (under restoration) is Saddle tan metallic with Saddle interior
per the latest JG, the end tabs and rivets are painted body color regardless of interior color.
so is the dash supposed to be installed and riveted in prior to body / door jamb paint ?
