The Tech manual for 65 states that a small canvas bag was used for the hardtop wrench and two rubber washers if the hardtop was installed on the car. The Tech manual also states that the license plate attachment screws were in a draw-string cloth bag only if the license plate is not installed. Does that mean that another envelope may exist for the license plate screws?- Top

The small paper screw envelope is NOT described in the current, or soon to be updated 65 JG. It IS described in the 66 JG.
The "small canvas bag" described in the current JG is an error, and will be corrected in the updated 65 JG.- Top

No specific knowledge Gary. I did not contribute to that section. But I can guess. The license plate screws changed in 66 MY from the small pan head screw/washer to the large oval head screw. I believe that the paper envelope for said screws appeared in the 66 MY along with the larger screws. I suspect that some early 66 cars may have come with the old 63-65 style screws, and likely with those screws in the drawstring cloth bag if not attached to the car by the dealer. This is all simply my speculation.- Top

To further confuse people, letz try some common sense logic (forgive me for thinking that way).
We can closely examine the 1965 Misc Shipping List, and discuss how it 'possibly' related to other C2 years.
The LICENSE PLATE ATTACHMENT UNIT (yellow) was to be placed in the glove box (orange).
Regarding this item, JohnZ penned this text back in 2007:
"in '63 the parts were released separately (3794162 screws, 3783004 nuts, and 3690046 bag). In early '64, they were consolidated (screws, nuts, and bag) as P/N 3858189 License Plate Attaching Unit, which carried through '65. In '66 the Unit became P/N 3875313, which carried through 1967; the part number changed because only the screws were in the bag - the plastic nuts were changed from 3783004 to 3869819, and were installed in the brackets at the plant. The plastic nuts were changed again in 1967 from 3869819 to 3907444, also installed in the brackets at the plant."
The 1965 hardtop WRENCH (blue) was simply destined for the glove box (orange)...
There was NO mention of placing it in a BAG during 1964-65... a different/specific bag was listed in 1966.
The WASHER - SPECIAL (green) for the hardtop, was instructed to be placed in a BAG... but exactly what BAG?
There was an unused 458526 - BAG (pink) listed, that was instructed to be placed in the rear luggage compartment area.
NOTES:
a) In 1964, that BAG (458526) was actually referenced/used for the Front Brake Scoop Assembly... now discontinued.
b) For 1966, a new BAG (3691215) was listed for the hardtop wrench and washers.
Since there was no specific BAG listed for the 1965 hardtop wrench or washers... did the washers possibly go into the OLD/UNUSED bag?
During 1965 dealer prep (if no front plate), did some leftover license plate screws & nuts make it into that same BAG?
But there would be NO BAG needed or used for a COUPE... so this 'may' limit the BAG availability/possibility to only CONVERTIBLES.
Then again, what the heck do I know... as I never worked the St Louis assembly line.
