Your photo is one of a series of St Louis' Assembly Line shot by some unknown person during Christmas shutdown in 1980.
Entire series used to be on "Digital Corvette" web site along with MANY other Corvette photos. Seems "improvements" have been made and those photos are no longer on DC.
Rear facia evidently were not painted with body.

For awhile, judges wondered why 78 Pace Car bumpers paint shade differed from the body paint. These photos show how the soft pre-painted bumpers came to the factory and explain the discrepancy.Tom Russo

I understand that the factory also used a flex agent in the paint for the bumpers which could also be a contributing factor in the shade variances.- Top

Tank sticker on other side - out of view in earlier body drop photo. My 1980 has sticker same as photo below.

I don't know how it was done in the C3 era, but more recently at Bowling Green such items as facia and outside mirrors arrive at Bowling Green painted by the supplier. I can't imagine the nightmare that causes in paint matching especially with the modern colors, but they do it, and do it quite well.
My point is to consider the possibility that those late C3 facia just might have been painted at a location other than St Louisa.Terry- Top

None of those other December 1980 assembly line photos show any facia work in process, just completed units.
