HOLLEY CARB SETTINGS FOR A '66 427ci 390hp L36 engine

A new NCRS National and UK Chapter member has a '66 427ci 390hp L36 car and is having Holley carb problems.
He has fitted a Holley rebuild kit with a new power valve which is a 04021 unit.
The one out of the car was a 06013.
The original jets are both stamped 65

The car is running rich.. He lives near London, England which is 36 feet above sea level.
Is there a Holley Chart so he can check the power valve and jets -
Any guidance greatly appreciated.
