    C2 horn never stops

Horn spontaneously started blowing, possibly was after a power surge but is connected to a battery tender.

what should be my first maneuver after disconnecting the battery ground? What is most likely scenario? Has been cold in unheated garage but not severely so.
likely at horn button or relay or elsewhere?
    thanks

Had a 62 do this. Problem was that paint which acts as insulator to keep horn form grounding had worn off allowing metal to metal to contact creating a ground as if you pressed horn botton, which causes a ground on purpose. Applied new paint and problem solved. Your problem could be this or a stuck horn relay.

Its usually the horn contact ring under the horn button or a bad upper steering column bearing..

How does the bad bearing cause that? and where is the bearing?

I can tell you when my 63 horn started honking intermittently and I dug into it I found this, the wire coming off that plastic bearing housing is the horn wire. The bearing is at the top of the mast jacket and the horn plunger contact rides on the copper face.

i didn't think to take photos, but my problem seemed to be that the plastic rivets on the metal 3 hole crosspiece were not completely seated. not sure what that would do to lead to continuous sound, but it did. Functioning fine now. the old 'blind hog" story

The cheap repro horn rings are often the problem indeed...the plastic standoffs get munged letting the horn blow. I started using the pieces with the larger black plastic standoffs which seem to be sturdier, IIRC they are for later midyears or maybe tele cars. It makes it a little harder to blow the horn but then that's the point.

              Or you can try:
