C3 Headlight horse shoe mounting brackets

Okay I know the horse shoe mounting brackets for C3s differ between years, there are early '68 brackets, then late '68 - '72 brackets, then '73 - '74 brackets, then '75 - '82 brackets. But I have also read that the late '68 brackets are the same as the '73 - '74 brackets. I also read that to use the '73 - '74 brackets in a '69 - '72 car you have to use a spacer. Where does the spacer go?
