My (5th Edition) 1970-72 Judging Guide (currently there is a 6th Edition) shows "3946854 LQ" as part number on Base motors with M40 (Turbo Hydra-Matic Automatic Transmission) or C60 (Air Conditioning) [and all 1970 L46 350ci/350hp motors].
So part number looks correct. However, just be aware, NOS items may differ from those used during production. 1970-72 Technical Information Manual and Judging Guide (available from NCRS bookstore) has description of hoses used during production.
Rough "Alligator Skin" texture on production, whereas reproduction often have smooth surface with little or no texture. White lettering appears as solid, filled letters. Reproduction hoses look like they were done with an ink stamp, leaving the center of the letters with little or no paint.
On original hoses, part number and code letters are at the end of the hoses near the radiator, while service replacements and reproductions may have these centered on the hose.

This is a LOWER radiator hose, not an upper hose.
It is correct for your application if your car is also equipped with a copper brass radiator (i.e. THM-400 or AC).In Appreciation of John Hinckley- Top
