I would like to thank you very much for all of your research. The picture above with the vacuum lines looped down with no third clip look like the Figure M 25.5 on page 197 of the 6th Edition of the 70-72 Judging Guide. So I feel very good about looping my lines with no third clip.

And Mark's posting it three clips on a manual brake car. I guess my idea isn't working. Oh well, we may never know.
