The systemic changes you have suggested are beyond the scope of us peons who develop the manuals. Your suggestions have to be taken at the administrative level of the organization. The National Judging Chairman and/or the Board of Directors are the decision makers regarding the issues you raise. Your posts here are not unlike urinating into the wind. Take your case to your Regional Director and/or send a communication to the National Judging Chairman. Regardless the binding or the frequency or methodology of updates we just fill the pages as best we can.
I prodded Tom R regarding the 73-74 manual timing to make the point that there is no set time for manual revision in the hopes of enlightening the OP regarding frequency of revisions. The main reason those manuals have a 20 year span between editions is because no one was willing to take on the task of coordinating the production of a new manual. In that situation, regardless the binding method, one would have no page inserts either.
