Bolt On Wheels Availability in Early Production

According to the Black Book there were only 720 sets of Bolt On wheels made for production. My question is this, were the Bolt On Wheels available at the start of production? Is there any documentation as to the earliest know set install from the factory on the car? Just curious....

My March 21 car came with them, but it was not particularly early.

Years ago I looked at 00005 when it was for sale in the late 70's. It was supposedly a factory N89 optioned car. It was body# S0001.
I think Wayne Midkiff new the car. Perhaps he will comment.
