Flat black oil or water based for undercarriage.?

I am touching up the undercarriage of my 66 that has textured undercoating on the floor boards. Is it better to use a water based or oil based flat black paint for the touch up areas over the undercoating?

Dave the factory never put anything on the floors or frame, this Was a after sale by a salesman. If your not going to have he car judged leave it alone. Removing undercoating is a tough job.
