          Michael,

          The 3839814 wheel is listed in my 1964 Chevrolet Parts Catalog (Oct. 1963) for 1963 Police and 1963-1964 CORVETTES (exc. knock off wheels).
          The 3825686 wheel listed in my 1963 Chevrolet Parts Catalog (Oct. 1962) for 1963 POLICE and 1963 CORVETTES was replaced with GM # 3834127 (using the term "MIX) in January 1963 which was then replaced with GM # 3839814 (with the more common term "USE") in October 1963.

          The 3839814 wheel has the small 1/8" diameter (+/-) hole in one of the bumps on the front as well as a larger 2 29/32" (2.91") hub hole.

          I have always considered the 3839814 wheel as a "late" 1964 Corvette wheel but several members of the NCRS disagree with me. I once had a NOS 3839814 wheel as well as a used 3839814 wheel in my collection but sold them years ago.

            Michael, No competent exterior judge will deduct any thing for a lack of a hole that "usually" appears on a wheel. "Usually" is the operative word here...this means it might be there, and it might not. Do not worry about a point deduct for this feature. To David H's point...finish and rust pitting are potential areas you will experience deducts and you should try to avoid by restoring them.
