    Ken,
Looks like you are missing the door on the dashpot side. You can see the hinges, one close by dashpot, the remains of the door hinge pivots are still on but broken/rusted off and the hinge in the middle has bent pivot. The bracket riveted to the door as shown in 2nd & 3rd picture engages the center rod. Both doors pivot closed when the heater temperature control is moved to the H (hot) position to retain heated air in the vehicle by vacuum supplied to the dashpot. When you move away from H position, the vacuum is released, spring in dashpot extends, two doors open up and the astro-ventilation system flows from the front cowl, into the passenger compartment and flows out these openings.

Well, all you are missing is the right side door (shown on the left in the pictures). However, there are a lot of other parts that are seriously deteriorated or broken.

It might be the angle of the photo, but it looks like the vacuum line is disconnected from the actuator. While not missing, it would be wise to check the function of the actuator while you are working in there..

Took your advice and checked the actuator and it works
the hose has an eyelet on it that wraps around the vent tube of the actuator, so it won't pull out i guess
would that be right that it has a vent tube?
Just got to check the hose all the way back.

Every vacuum actuator has a vent, or a vacuum fitting on the other side (headlights and wiper door), in order to work. In this case the return is spring operated, so there has to be a vent on the other side of the diaphragm. That vent, depending on the actuator, may or may not have a hose on it.

If you intend to restore this system, you'll have to seek out used parts for any metal pieces you need. The GM parts have all been discontinued with even the most recently discontinued having been discontinued more than 33 years ago. I know of no reproductions for any of the metal parts. The seal kits are available in reproduction from sources like Dr. Rebuild, etc.
