My car has new GM front cap and is primed and nearly ready for paint. Want to mock up fender emblems but no holes in new fenders. Assembly manual has all measurements from a vertical reference line labeled +5 on RH and "0" on LH. Horizontal line is fender center line labeled "15". Does anyone know what the label values mean on the vertical lines or where they go relative to door gap? Alternatively, does anyone know the distance of the hole closest to the door gap? Once that hole location is know all other holes can be created from assembly instructions. I really want the put these in the right place...Thanks

Can you visit a reference car? That will help you get it right.
During my college days in the 70s, I had a summer job at Cone Chevrolet's body shop in Fullerton, CA.
We replaced the rear panel on a '73 Corvette and I was wondering how to locate all the holes for the "CORVETTE" emblem. My mentor grabbed a length of masking paper and said "follow me". We hustled to the used car lot where a '72 was for sale.
"You distract any salesmen that come by while I take care of this" he almost wispered.
In less than five minutes he removed the emblem letters, used the masking paper to mark the holes and a couple of reference points, and reinstalled the letters.
"Use this to drill our holes" he boomed as he handed me the rolled up paper and shrugged off the approaching sales manager.Mark Edmondson

Your AIM should have a diagram like the 67 version I have attached. I believe the numbers you are questioning relate to the circled numbers at the bottom of the picture grid.
The 15 is the a vertical dimension on the grid and the 0 and +5 are horizontal dimensions on the grid.
Maybe someone else can confirm/clarify this better for everyone

Thanks. This clarifies that mystery. I will look for the grid for a 69. This was helpful. Also was thinking of making a template with thin cardboard that includes the holes based on the stud positions of my original emblems. If i can get some measurements from the door gap to the leading edge of the emblem itself from a car then i can lay the template on that leading edge position and mark the holes.- Top

I agree, making a template of a known original is easiest.
It looks like GM did similar drawings with respect to FOD.
As for using the dimensions in the ‘grid’, it may not be easy but is possible. Yes, a “known” starting point is needed. For example, the 67 drawing I posted indicates the lower front edge of the fender falls on a reference line.
