Is it true that a 66 L79 originally delivered to California cannot have an HT engine stamp?

Yes, I would opine that it would not be "typical" for a 1966 L-79 originally delivered to California to have an "HT" suffix code. Could it have happened for some "unknown reason"? Well, I suppose it's not beyond the realm of possibility. It's like this: a 1966 Corvette originally equipped with an Oldsmobile engine is beyond the realm of possibility. A 1966 Corvette originally delivered to California with an "HT" engine code is less beyond the realm of possibility than the aforementioned.

I agree with Joe, and being a SMOG guy i would NOT bet a dollar that it happened. Just my opinion....ARA
