My fuel line to carb base support is also a bit difficult but with some finesse it goes on. I should have said my block was not horizontal from left to right. The fore to aft orientation is fairly horizontal.
To the original OP, Dennis, I found that if there was any strain on getting the fuel lines either into the block of the metering block fuel filter nuts, then it would leak. I finally lightly tightened everything but the front metering block line was leaking. I loosened it, literally pulled (with a fair amount of pressure I might add) on the fuel lines where they go into the distribution block and removed the stress. While still pulling on the lines, the 1/2" nuts were then finger tightened. Once that was complete I had a good seal. Perhaps your problem is similar? Of course, you have to be able to move the nuts as you have been asking about.
