    With the battery connected are all the fuses in the fuse holder hot?

    Check the wiring diagram in your AIM. Not all fuses are hot all the time.....

            John I have a 1965 wiring diagram pdf but too big to upload here. PM me your email address and I send it over if you'd like.

            To add to Edwards info, note that the 2 Radio and Heater fuses will not have source power unless key is RUN or ACC, nor will GAUGES or Directionals fuse. Anything on BLACK/ORANGE(Courtesy lamps, Glove Box lamp, Stop Lamps, Clock, Optional Hazard Flashers) will have power at all times.

            PS I added some pics showing the backside of a panel to show how the fuses get their source voltages......

            Below is a 1966 panel, which except for some colors, IIRC is same as 1965(e.g. 66 Pink is Blk/Pink for 65).

            Note the 2 bottom fuses sourced from RED outer side wires. Those always powered, key OFF or any position.
            Bottom fuse is the COURTESY, etc fuse.(66 ORG is Blk/Org for 65)
            2nd from bottom is the BROWN feed to the Headlight switch to power the Tail lamp circuit and dash PANEL lamps fuse.

            The GREEN wire(3rd from bottom) is the PANEL lamps fuse(output GRAY wire) only powered when Headlight switch on(either detent), and TAIL LAMPS fuse(2nd from bottom) is powered.

            The next 2 up are the BROWN source for Radio & Heater. Powered RUN or ACC

            The top fuse is the GAUGES fuse. Powered RUN or ACC





            Here's a 1965 panel and appears the fuses are in the same physical configuration as 1966.
