63 Parking Brake Issue

The bulb for my parking brake does not work. Before I try to change the bulb I disconnected the two wires off of the switch and used a test light and the test light did not light. Yet when I grounded it to the brake pedal the test light lit.

Thoughts??

Joe if the switch has two wires, when you touch the two wires together on the switch it should light the bulb.
