Unfortunately yes, this is a cluster pull. Joe Ray (a member here) or Brian of Corvette Specialties Maryland (West) can do the job...

      Bruce,

Don't want to run away business but IF the total is working and the trip is not there could be two things wrong. One and most likely the reset cable has disengaged the trip and you may be able to replace or pull it back so the trip works again. When pushing the trip knob forward to reset the trip the cable disengages the numbers before allowing you to turn the knob and reset the numbers to zero.
The second is that the numbers themselves are stuck together and needs to be replaced. You can purchase a number set at any distributor and do the job yourself BUT you will have to remove the cluster.
If it's the reset cable you are home free from removing the cluster to fix your problem.

Never personally had a reset knob get stuck in permanent reset position but then I'm not the expert on the topic...
If this is the case here then the OP dodged a bullet... I hate pulling C2 clusters...

I had the odometer repaired on my '69 prior to the Novi National and the trip odometer didn't work. I discovered that after resetting it, if I didn't make sure the reset knob was pulled down all the way, it would not work. I jiggled it and pulled it down and low and behold it was working perfectly. I reset it once every year in the spring and doing this "pull down" always gets it operating properly. Here's hoping that yours is the same and it is a simple fix.
