1966 Irving Chute belt tag 2nd design

There is evidence of a 2nd design starting sometime in December of 1965 around VIN 9000. Are there original 1966 cars in the group with the same tags? VIN ending in 8989has both styles of tags in the car, a car with an early January build has 2nd design tags in it.
