63 Front Valance

Quick one. I will be replacing the front valance on my 63 coupe. I have an NOS piece. Looking at the attached pilot line picture the molding tabs were attached prior to paint and it appears there are 5 there. My NOS piece comes with holes for 3 tabs. The holes are too big for screws, well the screws that come from LIC. My 63 conv has screws I can't get to the coupe. Questions are:

1) Was original fiberglass already set with holes for 5 molding tabs?
2) Has anyone seen the molding tabs riveted in?

See 63AIM section11-13 sheet 14.00 It shows a five retainer system (64 used same).
From the 63AIM it appears that all the tabs were secured by a screw, 161860. (do not have an original 63 laying around to check)
(In 64 the middle 3 tabs are secured by rivets, 3828548, while the outer ones use screws, 9418359)
