I'm not so sure about that part of the description. From what I've read Bill Mitchell was bold and brash and way higher than ZAD on the GM corporate ladder. He had plenty of stripes and wouldn't need Zora's blessing for anything and as a VP he definitely wasn't schlepping to St. Louis to pick out a car or drive it home.

I am aware of a '67 coupe that was built to celebrate some item of Bill's career, was painted a special "Firemist silver" with various embellishments;
BM was shown the car, blew it off and it was sold to a member of Lemay's staff who was returning from a Vietnam tour, looking for a car and was told he had to wait for some "waiting" period to expire before he could buy it. He waited and bought. Does that make it a "Bill Mitchell" car. Does a car built while Bunkie K. was chief make it a "Bunkie" car?- Top

Back then and even now GM company cars had to remain in service for a certain amount of time and/or miles before they could be sold to employees. Employees would request or "tag" a vehicle and then be notified when it came out of service to make arrangements to purchase at a dealer.- Top
