58-62 Wiper Spacer Escutcheons chrome vs Argent Silver Finish?

I have two 58 - 62 NOS Windshield Wiper Escutcheons / Spacers in boxes. Part # 3746145. They are dull finish with a scribbled note "Argent Silver"
.
Can anyone explain the dull finish? Was this a government mandate for replacement parts?

I guess the first question would be are you positive they are NOS? The General doesn't put notes in parts boxes. So I'm guessing someone swapped out the parts before you got them. Unless you bought them new back in the day it is hard to say for sure, but I learned long time ago working at a Chevy store never say never. A picture would be helpful.

The "NOS" ones from GM from the mid-70's on (and maybe earlier) were argent silver.

Yes, I have a pair of those in the original boxes. Don't know where they came from other than GM.

You have to wonder who screwed that up, The General or the company making the parts? I would be a bit upset if back in the day I needed to replace a chrome part and they sold me a painted one! Just saying!

It was a DOT requirement for them to do away with the chrome spacers and also the chrome wiper arms due to glare issues. The painted spacers will chrome up nicely, the wiper arms are obviously more involved to get chromed.

Thanks For the in-depth responses. I guess my original post about dull spacers and government mandate wasn't so far off after all. The NCRS Forum has come thru again!
