On the ground straps on the engine, I was told that the ends attached to the motor mount should have overspray on them, because they were installed at the engine plant. I can find no documentation to verify this. Does anyone know if this is true or not.

Assuming '57 is typical to '58-'60...I believe that there "may" be overspray based on unrestored cars I have seen and on the new '58-'60 judging manual mentions this issue.
(page 137) engine paint section, states that overspray has been found on multiple unrestored cars.
(page 223) photo [M-11-33] showing overspray on the nuts, bolts & ground strap.

John, I believe Bruce is right. The rule of thumb to use is if the item is in the AIM as being installed at St Louis Assembly Plant it will not have any Orange engine paint on it. Maybe some Chassis Black overspray from (touch up) frame painting.
IE, the steel plate & mounting bolts under the fuel pump is bare metal because it was installed at St Louis & not at the Flint Engine Plant .
