the headlight rotation is out of adjustment. They are not in sync and one works intermittently.

your headlights don't need adjustment, your HL motors need overhaul as Harry described.

With the headlight motors out, you should be able to swing the buckets with just a light finger touch if the bearings are lubed and in good condition. Make sure they are not sticking if you want the best and most even performance from rebuilt motors.- Top

Took me a lot of time & effort to get mine to rotate at the same rate.
I suggest you run the motors without the buckets and record the time it takes to rotate one revolution.
Might be able to rebuild in one day. Restoration will take longer especially if its your first time.
I recommend blasting the aluminum case(s) with a soda blaster.
They come out like the aluminum was just popped from the mold.
Cleaning the motor case so it looked correct (no paint) took the longest.

Just an aside but my 63 headlights had about a full second delay in coming upright...in dinking around I found the outboard shaft collar on the passenger side was loose and I mean spinning around on its own. I used some bondo spreaders to get the side-to-side gap on that bucket perfect and snugged down good and tight on the collar and now both buckets rotate within an eye blink of each other - maybe the extra friction of the tightened collar ?
