Many moons ago it was decided once a new rule had been published in the Restorer it went into effect. I would assume that this is still in effect.

Wow Dick looks like we need to come up with member and new member advisory. Once you join and purchase your Corvette Technical Information Manual and Judging Guide they should read all of the past Restorer Magazine to understand all of the rules of car judging. This might help with getting new members to join.

And common sense in judging. Some people have forgotten this is supposed to be fun and a hobby

I agree. The fun quotation has been in a downward spiral for the last 10 years. NCRS has about turned into a Jobber Association

Then why does NCRS have a Judging Reference Manual?

A member may not realize where their car can go until they start down the road of judging. When they can read what the requirements are in the judging manual why would they have to ask anyone. And what's so hard about updating the Judging Reference manual more frequently than once every 10 years

Very true, and after struggling with Shelby American Auto Club and Mustang Club of America's lack of any written references of any kind, including judging sheets prior to an event, I appreciate how well organized and thorough NCRS is.

Re: Award of Excellence Time requirements

As with most any rule, the application of that rule is going to disappoint someone at some point in time. When Roy Sinor announced this change in the Summer 2011 edition of the Restorer, he laid out the reasons for his decision. Those reasons make sense to me and I have continued to enforce that rule. Because it is not practical to reprint the JRM each time there is a rule change/clarification, the National Judging Chairman's column in the Restorer magazine is the official vehicle for such announcements. Not too long ago, I reminded members in my column of our mechanism for publicizing interim updates.
