They are both, Stainless and then chrome plated to even out the finish and protect the stainless.James A Groome

Leave them alone.
Chrome is very thin, so it doesn't take much to polish through it.
A very fine polish such as Flitz might help, but test it on a small area first.

I thought the trim rings in 69 wear stainless steel. They are on my 72. I polished the daylights out of mine, and, even used a buffing pad connected to an electric buffer. No problems and they came out very nice.
If the trim rings do not have the four clips that connect to the wheel, you may have aftermarket trim rings. In which case they may be chrome; which could wear through.
Sadly I over-polished my left rear bumber which now has a copper glow. Disgusting. Lol. Blessings, Ted- Top
