1966 Wheel Cover Spinner

How does the black plastic center piece with the cross flags attach to the wheel cover spinner on a 1966 wheel cover? The one I'm working on just slips over (3) cast metal pins but nothing holds it on. I would like to drill and tap (3) holes where the cast metal pins are located and use (3) small button head socket head screws to locate and fasten the plastic center pieces to the spinner. Any suggestions or comments would be greatly appreciated.

I seem to recall that original emblems in the spinners were held on via peened over pins. And repros are attached with self-tapping screws.

Make sure to drill the correctly sized pilot holes.
