Says "black rubber approx. 1 3/8" in length" (on page 71 of the TIM&JG, 6th edition). My '60 has been judged on length of the stems. I don't know one brand from another.
Valve stem caps have been judged also. Look for "black hard plastic with DILL 627" marking, for your 1964 Corvette.https://MichiganNCRS.org

Not certain if a 1-3/8 inch stem exists anymore...........if it ever did. 1-1/4 and 1-1/2 are about all you will find. NAPA sells these very cheap, not certain of brand without looking.....but NAPA stuff is almost always good.
LICS sells the Dill brand with the Dill caps. Advertised as 1-3/8 inch, but actually 1-1/4 inch. With the cap on, the length is close to 1/3/8 inch.
I just went thru this exercise. Bought from both LICS and NAPA. Used the LICS..........just because I paid $$ for them. Still have the NAPA ones in both 1-1/4 and 1-1/2 as spares for a later time.
My advice is if you need just the valve stems, buy 1-1/4 inch NAPA. If you need stems and caps, consider LICS.

Notice the JM says "about". I think it includes the cap and is what a judge could measure (or eyeball) on the judging field.

Re: 1964 tire valve length steel wheels
A few decades ago I bought about 2 dozen or so NOS valve stems at a swap meet (maybe Carlisle). There were only 3 valve stems than measure 1 1/4" (when installed on a steel wheel, overall length measures 1.67"+/-). With the cap on the measurement is about 1 3/8". All 3 valve stems have the following: "SCHRADER U.S.A AIR 413". Each valve set also has another number but much smaller text ( "150", "127", and "84") which might be mold numbers. Attached are 2 photos below.
Most of the other valve stems in the group were "SCHRADER U.S.A AIR 418" and measure 2" when installed on a steel wheel (overall length measures 2.40"+/-).
