I think I found the answer! Looked at my ‘66 today. Someone put ‘65 to ‘67 window crank spacers on my ‘64 vent window cranks. You will notice that the ‘65 to ‘67 window crank spacers have less of a wedge than the ‘63 / ‘64 window crank spacers.
This is the only answer I can come up with short of I have a Unicorn, 1 of 1, rare vent window crank spacer ‘64 Corvette!!!- Top

The vent window regulators came with a variety of different shaft lengths depending on the model and year. Someone may have replaced old possibly broken regulators with new ones from a different model and used the spacers to fill in the gap. The regulators had rings around the shaft so they can be identified. I know in 63 the coupe and convertible used different regulators and if the wrong regulator is installed there is a gap in the door panel. These regulators broke easily especially if someone used a screw driver to force open the vent window.- Top

I have seen two sets of opinions on this in the past. Others please chime in.
1 Groove, 1-3/8" shaft, 63-64 Coupe
2 Grooves, 1-3/4" shaft, 65-67 Coupe & Convertible
3 Grooves, 1-5/8" shaft, 63-65 Convertible
or
1 Groove, 63-64 Coupe
2 Grooves, 65-67 Convertible
3 Grooves, 63-64 Convertible 65-67 Coupe

Here is an original door panel on a Mar64 car No escutcheon on vent handle.

The drivers side two groove shaft is 1 3/8 inches from the housing, see below, 1 5/8 inches from the shaft collar, p/n 3823305 63083 A
The passenger side three groove shaft is 1 1/8 inches from the housing, see below, 1 1/2 inches from the shaft collar, p/n 3823306 63082 RH A
Is one of these correct for a ‘64?
measurements are different from the above info...

Your door panel looks great. Going through the TMJG tripped me to the problem I have with my doors. Do you know how many grooves on your vent regulator shaft?- Top

I think I solved the puzzle�� I found a great article by Jimmy Greg in the 1997 Restorer that identifies the different models of regulators and explanes how to rebuild them. My drivers door regulator is incorrect and conforms Harry’s information above. I now need to find or trade for a drivers side 3 ring regulator and then rebuild both. The good news is I have a couple extra late model escutcheon wedges.

Paragon sells a repro. for "around $150" . Part number 1371 has three rings and length = 1 9/16" (driver's side version).
Mike at Paragon quoted this number for a 1965 Coupe.
They no longer provide a rebuild service at $145 (old catalog price). Don't know if they would rebuild a two-ring version. Don't know if others sell a two ring version.https://MichiganNCRS.org

Thanks Tom for the research. Today I traded with a friend of mine. My two ring drivers side regulator for a rebuilt drivers side three ring regulator. Cash plus my famous vent window spacers! Thanks Scott! I also pulled my passenger side three ring regulator and am getting that rebuilt also. I am hopeful my parts will be finished tomorrow and I can get these damn doors back together this weekend.Paragon sells a repro. for "around $150" . Attached are pictures of my original LH window cranks mounted to the original regulators with the original door panels. The regulators were rebuilt using Jimmy's article as a guide. This is on my '64 convertible VIN 0925X.
