I have been looking at the connection where the wiring attaches to the ballast resister and it seemed odd.
The factory tabs under the screws seem to be installed in the wrong direction but would not fit if rotated.
Below is a picture of the attachment point to illustrate.

I was looking at original pictures of this connection and they show the wire lug attached with the tab in such a positions. I was thinking, how can that be as it will bend the wire lug when attached. Then the duh moment hit me. The wire goes under the flat tab, between the ceramic and the tab not between the tab and the screw.

Feeling silly that it took so long to figure out this simple system.
I hear it only gets worse!
