I am baffled, where I turn the ignition one click forward energizing the power, I hear something running near the blower. It sound like lite thumping sound or heart beat. The fan switch is off. Could it be a bad relay?

Completely normal. The fan runs at a slow speed when the switch is all the way to the left. There is no "OFF" position.
