1963 Corvette Spare Tire Lock "Drain Hole" Introduction?

The 1963-64 NCRS TIM&JG section Spare Tire Lock, Boot & Key discussion on the spare tire lock hole for water drainage refers to "Early 1963" model lock assemblies have no hole drilled for water drainage & "Later 1963 and all 1964" model locks assemblies have a 1/4" hole drilled in the casting for water drainage.
Is there any information as to the approximate 1963 VIN when the spare tire lock assemblies with the 1/4" drain hole began to appear on production cars?
    Thanks, Pete

A similar question came up about 3 years ago. My SWC has the drain hole, #2507 built Oct. 29, 1962.

Peter, Youalready covered this since 2008. How do I know you ask? Because the spare tire lock is still off my '63 since our last go around on this. My March 63 has the 1/4" drain hole.
I still have a small bag of pink cap plugs for the clutch shaft housing you gave me.
