Long story made slightly shorter but two things had happened: the right rear brake star was frozen (it is fixed now and working just fine) and the left rear had plenty of movement in the star but even full extension didn't allow it to work. The problem there was that this rebuilt trailing arm (about 12-14 years ago) had the star facing left instead of right. So, when I was adjusting it tighter, I was really loosening it! That is now fixed and I have just completed the GM Service Manual adjustment procedure and the brakes work as advertised - not as perfectly as my modern car but at least I have brakes. Searching here led me to investigate that the star may be installed incorrectly. It is very easy to do and fits perfectly if installed backwards.
added: And I should say that, while bleeding the brakes 4 days ago, the master cylinder gave out (of course) so it has a new kit in it as of an hour ago!
