Over the years I have seen a few sets of 53-55 hubcaps with black paint. Any reason for this?

I have never seen that. Very interesting though. I can't guess what the purpose is. How many sets have you seen?
It looks like the stripes may match the factory painting since they do not cover the entire depressed area. Hard to tell if the paint fades out at both ends from your photo.
Speaking of which, I one saw a 54 at a local show where the owner told me he painted the stripes with a nail polish and brush.Comment
