Due to your 8000 foot altitude the lower air density requires more idle throttle opening to maintain acceptable and stable idle speed.

So the throttle valve is open enough to partially expose the ported vacuum advance orifice, but not quite enough to show full manifold vacuum

Engine behavior at idle and typical low speed driving should improve with full time vacuum advance and a B28 VAC.

Yes, that and the special Bill Wilhelm butterfly installed in the air meter.........

Michael, The altered choke butterfly is just for starting.
Block off the PCV if you have a questionable valve that may be leaking vacuum. Otherwise no need to block off the PCV.
My other '63 that I sold had an original '097 cam. Car had about 50K miles on it. Was an original 340HP car and I added a fuel injection unit.
      900 RPM was 15" vacuum.
To repeat my '63 FI car that is well known as the LWC (little white car) easily puts out 16" at 900 RPM.
Bill Bryan's from the Pittsburgh Chapter has a '62 FI car. I don't know what RPM Barry Holmes tested the vacuum but Barry said he had 15". But at first he only had 9" of vacuum as the valve lash was way too tight. Barry was at Bill's garage trying to figure out why the car had such poor vacuum. He loosened up the valve lash and the engine came to life.

See a lot of you at Corvette Carlisle next week. John D.
