Just unboxed my restored TI distributor....... shouldn't there be a rotor under the cap?

It uses the same rotor as the points type distributors. Get one of the reproduction rotors with the longer, pre-emission contacts.

If this is an "NOS" distributor which was originally supplied with the "old style" rotor, someone probably "stripped off" the rotor to sell it separately.

Yes, and regardless of anything else, you are owed a correct rotor, or a refund of the amount it would cost to buy one.
