We'll assume you're referring to a C2. The first 1 is not used. The 16,913 is the production number of the build. The 16,913th built that year.

Thanks Jim for the assumption (C2). How do those numbers equate to build date? Somehow in the past I came up with May 1, 1964.

I just checked and the registry has the date as May 1, 1964 for 16913 in 1964.
