66 fan motor with AC

The fan motor for my heater / AC only works on the middle setting and at a low fan speed. I have 12 volts at the black lead that goes on the fan in all three control settings (low, middle and high). When I put 12 volts directly to the fan, it turns to full speed.
Any suggestions would be very helpful

Could be this little guy. It controls the high speed on your A/C fan.
