1981 cruise control not working

I have been reading a lot, one person said if the speedometer works, that means the transducer for the cruise is also working, is that true????? So what would be the first thing to check after that and after looking for a bad vacuum line?????

Thanks Jeff, did talk to a parts guy and he sail 9 out of 10 times it is the transducer, so I put a new one on, did not help, thanks again.
