Bob, the wiper door has a vacuum switch on pass side that is a common issue. A leak in the vacuum control side of the system is your culprit. Those are the small hoses in the system. The large hoses are the muscle that move the item selected. The best way to find the cause is have a vacuum pump in another area of the garage preferably outside. With a long hose connected to the system at the engine supply connection the white filter. You will hear where the leak or leaks are plus you will be able to clamp off different sections of the system for better troubleshooting. Do not forget the Heater/AC control and Astro ventilation are also part of the system.
You need to remember when you select an item to open such as the headlights or wiper door you are causing a leak in that system to remove vacuum in the relay. That allows the porting in the relay via a internal spring to shuttle vacuum to the open side of the actuator. This makes the system fail safe in the event of total vacuum loss the headlights and wiper door can manually opened and will not close.- Top

I had the same problem with the wiper door on my 72. Check the seal on the back of the wiper door canister ( the linkage going in and out can dislodge it ). Try this first, it just takes a few seconds to check, and may fix the door problem. If not, good luck, whoever designed the vacuum system on the C3's was either a genius or totally insane.- Top
