I want to test run my 283 FI engine before installing it in the car. Does anyone have plans to build or where to buy an engine test stand?

At one time Northern Tool sold a bare bones engine test stand. It came with engine supports, a fuel tank, a gauge panel, and provisions for connecting your engine to a garden hose for cooling. Some assembly (and wiring) required. They may still offer it and, if they do, it's reasonably priced.
I bought one of the NT stands several years ago. I added a radiator, electrical kill switch, fuel shut off valve, fuses, and some triangulating bracing to reduce engine movement. It has worked well.
