where do the black tabs go on the rear wiring harness go looks like they line up with studs from tail light housing but the hole is too small

They do attach to the studs and it will be tight fit even if the harness and studs are originals. Locations and hardware are shown in the AIM.

The attached scan is for 1972. I don't see the tabs that you're referring to (1969 may be different).

thanks Larry the 69 have these black tabs taped to harness right next to each tail light . i have the original bolts but the hole in tab just a tick too small i drilled them out just a bit to make fit
