As I read the TIM&JG the exhaust hangers are supposed to be unpainted natural steel. I don't see any reference to paint on the ground straps. So is this reasonably correct for my 1961 270HP?

There was a study done on 1961 Corvette in Europe . Where they dismantled brand new car car . All exhaust clamps and brackets were black. All the factory photos in Noland Adams book they are black.- Top

I'm following up on this. They are not supposed to be blacked out "according to current NCRS judging standards".

A little extra background:
The exhaust pipes and mufflers arrived at the St. Louis assembly plant painted dull black.
The paint was often sloppily applied and may have had runs.
This is assumed to have been done to prevent rust before the car was sold.
The exhaust system was installed using unpainted carbon steel clamps, hangers and hardware.
The hangers were assemblies made of carbon steel and black rubber.
The nuts, washers and attaching screws were cadmium plated.
The copper ground straps installed on the exhaust system were also unpainted.
If an area or part adjacent to the clamps, hangers, attaching hardware or copper ground straps was blacked-out
while on the assembly line some black-out paint and/or overspray may appear on the before mentioned parts.
Any such coverage most likely would not be 100%.
All carbon steel parts and fasteners are highly magnetic.
Stainless steel exhaust system parts are not acceptable for NCRS judging.
Some grades of stainless steel exhibit small amounts of magnetism but still require the stainless steel deduction.- Top
