1967 Seat Back Locks - Help/Question

In my 67, My Passenger Seat locks as it should. My Drivers Seat does not Lock (Latch). You can pull the seat forward without touching the the release Lever.

I have the seat back off and all parts are in place. I can push the hook ("Fork" #8 See AIM Diagram Below) to the closed position but it does not "click and Lock" like my passenger seat does. It springs right back to the "non locked position.

What part(s) enable the Lever to latch closed? I suspect that #8 the fork locks on #3 "Lever"

Does the fork #8 have some notches on it that enable it to stay locked and not spring back open? What does it latch to to lock?

And how the heck do you get in there to replace the fork and lever parts - The lock mount is welded to the seat back frame? Does the "cover #6" come off? How?

Piece #8 has the two lock indentations on the one edge. Piece #3 is the "trigger" that interfaces with piece #8 to allow the mechanism to lock. When you pull on the lever mechanism when the seat back is in the locked position, it should release the lock. When the seat back is put back in the upright position, the lock should click to lock. With yours not locking, there is something not aligned or adjusted correctly to allow the locking piece#6 and the trigger piece #3 to complete the lock. The springs need to be correct and the linkage piece #9 needs to be correct. Also, check the set screw on the lever to make sure it hold tightly to the shaft. And, take a look at the other seat back that works and compare. I had to play around with one of my seat backs and finally was able to get it to work.
