Spare tire cover color C-3

Hello
I have a very correct and original 1980 Vette, the spare tire cover is silver / gray, with black steel straps (the car is Claret).
Ive been told the cover should be black, or the color of the car.
The NCRS technical manual does not address what color it should be.
Can anyone advise?

By 1980 I think the color of the tub had changed to a light/medium gray. The tubs were NEVER painted to match the color of the car.

Not intentionally, anyway.

There are the occasional tubs with body color on them from a poorly masked repair job, but I've often then seen them with blackout applied over body color to hide this.
